A folder of JPGs is awkward to send and impossible to page through in order. Wrapping them in a PDF gives you one file with a fixed sequence, which is why almost every administrative process asks for a PDF rather than photos.
Each image is placed on its own page and scaled to fit while keeping its aspect ratio, so nothing is stretched. JPEG data is embedded as-is: the PDF is not a re-compression, and the page will look exactly like the source photo.
Because JPEG is already compressed, the resulting PDF is roughly the sum of the input files plus a small structural overhead.
